Soy ingeniero de telecomunicación y profesor titular de la Universidad de Castilla-La Mancha. Formo a los profesionales que evalúan, regulan y mantienen los productos sanitarios y, desde 2018, dirijo proyectos que convierten el bosque de Cuenca en actividad económica y empleo. Trabajo con centros sanitarios, empresas y administraciones para que la investigación se transfiera y tenga efecto.I am a telecommunications engineer and associate professor at the University of Castilla-La Mancha. I train the professionals who assess, regulate and maintain medical devices and, since 2018, I have led projects that turn the forests of Cuenca into economic activity and jobs. I work with healthcare centres, companies and public administrations so that research is transferred and makes a difference.

Sobre míAbout me

Soy ingeniero de telecomunicación por la Universidad Politécnica de Madrid y doctor por la Universidad Politécnica de Valencia. Me incorporé a la Universidad de Castilla-La Mancha en 1999 y desde 2010 soy profesor titular en la Escuela Politécnica de Cuenca, donde imparto calidad y gestión y evaluación de tecnologías sanitarias, electromedicina e instrumentación electrónica en grado y máster. He tutorizado trabajos fin de grado, codirigido una tesis doctoral y participado en proyectos de innovación docente.

Mi trayectoria comenzó en la ingeniería biomédica, con procesado de señal electrocardiográfica aplicado a la fibrilación auricular y la muerte súbita, y se ha extendido a la ingeniería clínica y la electromedicina. Hoy participo en proyectos de inteligencia artificial y dispositivos wearable para la prevención del ictus criptogénico. He sido coordinador nacional de formación de la Sociedad Española de Electromedicina e Ingeniería Clínica (SEEIC), formé parte de su Junta Directiva hasta 2018 y desde 2024 participo en su consejo consultivo. He colaborado con el Ministerio de Educación y con el Servicio Público de Empleo en paneles de expertos que definen cualificaciones de electromedicina.

En los últimos años mi actividad se ha ampliado a la bioeconomía forestal y el territorio. He sido investigador principal de UFIL Cuenca y de Retos Territorio-Empresa, he dirigido laboratorios de emprendimiento forestal, he elaborado el Libro blanco de Redeia sobre bosques y participo en FORESTED 2.0, un proyecto sobre madera de alto valor añadido para la edificación. Codirijo la Cátedra Oportunidades Reto Demográfico y colaboro en divulgación científica en el medio rural.

Entre mayo de 2019 y diciembre de 2020 fui concejal de Emprendimiento, Innovación y Nuevas Tecnologías del Ayuntamiento de Cuenca y cuarto teniente de alcalde. Desde diciembre de 2020 soy vicerrector de la UCLM, hoy de Cultura, Deporte y Compromiso Social. Esta web es personal y no representa a la Universidad.

I hold a degree in telecommunications engineering from the Polytechnic University of Madrid and a PhD from the Polytechnic University of Valencia. I joined the University of Castilla-La Mancha in 1999 and have been an associate professor at the Polytechnic School of Cuenca since 2010, where I teach quality and management and health technology assessment, clinical engineering and electronic instrumentation at undergraduate and master’s level. I have supervised final-year projects, co-supervised a doctoral thesis and taken part in teaching innovation projects.

My career began in biomedical engineering, applying electrocardiographic signal processing to atrial fibrillation and sudden cardiac death, and has extended to clinical engineering and electromedicine. Today I take part in projects on artificial intelligence and wearable devices for preventing cryptogenic stroke. I have been national training coordinator of SEEIC, the Spanish Society of Clinical Engineering and Electromedicine, served on its Board until 2018 and have sat on its advisory council since 2024. I have worked with the Ministry of Education and the Public Employment Service on expert panels defining qualifications in clinical engineering.

In recent years my work has expanded to forest bioeconomy and territory. I have been principal investigator of UFIL Cuenca and Retos Territorio-Empresa, led forest entrepreneurship laboratories, authored Redeia’s white paper on forests, and I take part in FORESTED 2.0, a project on high-value timber for construction. I co-direct the Demographic Challenge Opportunities Chair and contribute to science outreach in rural areas.

From May 2019 to December 2020 I was Councillor for Entrepreneurship, Innovation and New Technologies at Cuenca City Council, and fourth deputy mayor. Since December 2020 I have been a vice-rector of UCLM, currently for Culture, Sport and Social Engagement. This website is personal and does not represent the University.

Cada resultado cita el artículo, la regla y el guion que lo determinan, y puede compararse con la propuesta de revisión COM(2025) 1023.It guides you, question by question, through qualifying a product (whether it is a medical device and whether the MDR or the IVDR applies) and classifying its risk under the Annex VIII rules, with its EMDN category and conformity assessment route. Each result cites the article, rule and indent that determine it, and can be compared with the COM(2025) 1023 revision proposal.
